Angola’s gaming regulator ISJ and Viana municipality tighten joint action against illegal gambling

The Institute for Gaming Supervision says it is aligning enforcement and monitoring with Viana’s local administration to curb unlicensed gambling, protect consumers, and reduce unfair competition against licensed operators.

Angola’s Institute for Gaming Supervision (ISJ) has announced stronger cooperation with municipal authorities in Viana as part of a push to curb illegal gambling and reinforce the country’s regulated gaming sector. The initiative follows a working meeting between ISJ Deputy Director-General Cláudio Paulo and Viana Municipal Administrator Demétrio de Sepúlveda, focused on aligning local and national efforts to improve monitoring and enforcement.

In its messaging around the meeting, the ISJ stressed that illegal gambling carries “significant economic and social impacts,” harming the state, the formal economy and families. The regulator highlighted familiar enforcement pain points: unlicensed operators can undercut compliant businesses, reduce public revenue, and expose players to higher risks because illegal environments typically lack basic safeguards.

The Viana engagement fits into a broader pattern of Angola’s current regulatory posture—building partnerships beyond the central regulator to widen the enforcement net and improve real-time intelligence. The ISJ has also been issuing public alerts about illegal platforms and emphasising cooperation with different institutions to strengthen oversight.

For licensed operators, the practical significance is clear: when municipal enforcement and inspection capacity is coordinated with the national regulator, the market becomes harder for illegal players to penetrate. For consumers, the message is equally direct—regulated channels are the ones where supervision, accountability and basic protections are most likely to exist, while the illegal market remains a high-risk zone.
