The National Assembly of Angola passed the Gaming Act

The National Assembly of Angola passed the Gaming Act with 169 votes in favor, two abstentions, and no votes against during its 7th Ordinary Plenary Meeting of the 2nd Legislative Session of the 5th Legislature.

The new law aligns with international best practices, establishing fundamental principles for gaming activities. It introduces key reforms, such as separating odds-based sports betting operations from lottery concessions, with access now determined through a licensing process preceded by a tender. The legislation also enhances regulations for responsible gambling and addresses issues related to gambling advertising.

With the law's approval, the conditions for regulating and supervising games of chance in casinos, gaming halls, and both social and virtual games have been strengthened.

The law creates opportunities for new investors by reducing the tax regime in the gaming sector, which is expected to broaden Angola's tax base and diversify revenue sources for the State Budget.

Additionally, the law reduces penalties for gambling-related crimes and administrative offenses, leading to a more lenient sanctioning regime.

In 2023, Angola's gambling sector generated 10.1 billion kwanzas in tax revenue for the state, with expectations to reach 16 billion kwanzas this year. Currently, there are 23 operators in the Angolan gambling market, including ten in games of chance, three in territorial sports betting, and ten in online games.
