Angolan National Assembly approves Gaming Activity Bill

The deputies of the Angolan National Assembly of the specialty committee approved the Gaming Activity Bill in a joint meeting, garnering 38 votes in favor. The bill, unanimously approved on July 15, aims to establish a legal framework for regulating and controlling gambling while safeguarding the rights of players and operators.

Key provisions of this bill include defining the responsibilities of concessionaires and licensing requirements to ensure gambling activities adhere to legal standards. A notable recommendation by the deputies is the mandate to locate casinos and gaming houses away from educational institutions to prevent attracting children and young students to gambling.

During the session, deputies acknowledged that the recommendations and amendments made during the initial discussion in February were incorporated into the final proposal. The bill stipulates that tax rates on operator income will range from 18% to 20%.

State Secretary for Finance and Treasury, Ottoniel dos Santos, emphasized the bill's objective to support the economy and all stakeholders involved. He highlighted that the bill introduces best practices and modern standards for the registration, licensing, supervision, and taxation of gaming activities. The proposal is now set for final overall voting.

Deputy dos Santos also cautioned about the necessity of establishing restrictions on gambling activities, distinguishing it from more universally accepted activities like sports and music. He stressed that gambling venues should not be permitted indiscriminately across all localities, reflecting global practices where gambling establishments are strategically placed.
