Angola relaunches National Lottery with emphasis on transparency and social responsibility

The National Lottery was officially relaunched on Tuesday, April 8, in Luanda, with authorities promising to offer Angolans a form of responsible, transparent, and socially committed entertainment, according to information reported by Lusa. This new phase of the lottery represents a turning point in the regulation of social gaming in Angola, now under the management of Mota & Tavares Jogos S.A., the company that won the public tender held in 2023.

During the inauguration ceremony of the National Lottery's new headquarters, Angola’s Secretary of State for Finance, Ottoniel dos Santos, reportedly emphasized the State’s role as regulator, supervisor, and inspector of the sector. He reaffirmed the government’s commitment to ensuring that all practices are grounded in legality, ethics, and integrity.

He is said to have noted that legal and institutional foundations had been established to enable the private sector—known for its experience and agility—to drive the development of this segment. According to Lusa, he highlighted the potential of the lottery to foster responsible entertainment, stimulate economic development, and increase revenue collection for the State.

Dos Santos also reportedly underscored the importance of transforming the National Lottery into more than just a gaming platform, suggesting it should become a symbol of social inclusion and responsibility. Each ticket purchased, he indicated, would represent a direct contribution to projects with real impact on communities, such as investments in school infrastructure, healthcare facilities, recreational spaces, and other socially relevant areas.

He reportedly cautioned, however, that the expected positive impacts would only be realized through ethical, rigorous, and responsible management of the entire value chain.
