Angola regulator warns raffles and prize promotions must be approved 30 days in advance
Angola’s Gaming Supervision Institute says any raffle, prize draw or promotional contest must secure prior authorisation at least 30 days before launch, with applications filed via the SSJ platform or organisers risk sanctions.
Angola’s gambling authority, the Instituto de Supervisão de Jogos (ISJ), is tightening enforcement around raffles and prize-based promotions, reminding organisers that these activities are regulated and cannot be launched as “last-minute” marketing campaigns.
In an official communiqué, the ISJ states that all public and private entities — with or without a profit motive — must obtain prior authorisation to run promotional random draws, raffles and prize competitions, and that requests must be submitted at least thirty (30) days before the announcement date or start of the activity.
The rule also applies to other prize activities where outcomes depend on factors such as skill, expertise or knowledge, referencing Article 51(3) of Angola’s Gaming Activity Law (Law 17/24). Applications must be filed exclusively through the Sistema de Supervisão de Jogos (SSJ).
For businesses and NGOs, the practical takeaway is simple: promo mechanics involving prizes now require a compliance timeline. ISJ’s message for 2026 is that organisers should plan campaigns well ahead — or be prepared for enforcement action if a draw goes live without clearance.
