Angola gaming regulator holds gambling workshop for financial-markets staff

Angola’s Gaming Supervision Institute has delivered specialist training to employees of the Capital Markets Commission, expanding cooperation between the country’s gambling and financial regulators on supervision, regulatory controls and the prevention of financial misconduct.

Angola’s Gaming Supervision Institute (ISJ) and Capital Markets Commission (CMC) have held the second session of a joint regulatory workshop aimed at strengthening technical knowledge and cooperation between the two authorities. The August 7 session at the CMC’s premises focused on supervision, prevention of financial misconduct and control mechanisms, with particular attention to Angola’s gambling sector.

The training was delivered by Indira Viela of the ISJ’s Litigation Department. Participants were given an overview of the historical development of gambling activity in Angola, the regulator’s supervisory and regulatory responsibilities and the legal framework governing the country’s betting and gaming market.

CMC Executive Administrator Herlânder Diogo said the initiative represented an important step in strengthening institutional capacity and creating closer links between regulators facing common supervisory challenges. ISJ Deputy Director-General Cláudio Paulo similarly stressed that exchanges of knowledge and practical experience can improve the technical and institutional capabilities of both organisations.

The workshop forms part of a cooperation protocol signed by the CMC and ISJ on October 28, 2025. That agreement established a formal framework for joint activity in regulation, supervision and inspection, including technical and statistical information sharing, professional training and coordinated oversight of businesses whose activities may fall within the responsibilities of both regulators.

One of the most significant elements of the partnership is cooperation on anti-money-laundering and counter-terrorist-financing controls. When the agreement was signed, the two authorities also highlighted the growing importance of regulatory coordination in response to digitalisation and online gambling, areas where financial flows and gambling supervision increasingly intersect.

The August meeting followed an earlier reciprocal training session held on June 26, when the CMC provided ISJ employees with instruction on capital-market fundamentals and investment opportunities. That workshop covered the CMC’s regulatory and supervisory role, financial instruments, investment mechanisms and diversification as a risk-management strategy.

The ISJ is responsible for regulating, inspecting and supervising games of chance, social games and remote gambling in Angola. Its mandate also includes supporting government policy for the gaming industry and contributing to public revenue collection, making coordination with financial-sector authorities increasingly relevant as gambling products and payment systems become more interconnected.

The latest workshop therefore represents more than a general training exercise. By bringing gambling and capital-market officials together around supervision, legal controls and financial-crime prevention, Angola is building a more coordinated regulatory model. Continued cooperation could become particularly important as digital gambling expands and regulators face increasingly complex questions involving payments, financial transparency and the movement of funds across regulated sectors.
