Angola formalises Loto 5/90 under Executive Decree No. 695/25, strengthening oversight of the game

The Ministry of Finance has approved the operating rules for Loto 5/90 as a “social games” lottery modality, giving the product a clearer legal basis, defined participation and prize rules, and a formal compliance framework.

Angola has moved to strengthen the legal footing of its Loto 5/90 lottery product after the Ministry of Finance approved the game’s regulatory framework under Executive Decree No. 695/25. The measure is intended to provide a clearer legal basis for the game’s operation and reinforce regulatory oversight and compliance.

The Executive Decree formally creates “Loto 5/90” as a modality of Angola’s “Jogos Sociais” (social games) and approves the Regulation on the Organisation and Operation of the Loto 5/90 game, which is attached to the decree as an integral part. In practice, that means the government has set out official rules for how the game should be organised and run, including conditions for participation, prize arrangements, and operational governance.

The decree also clarifies that any interpretation issues or omissions arising from the application of the new rules are to be resolved by the Minister of Finance, reinforcing the ministry’s supervisory role over the framework.

For Angola’s lottery sector, formalising Loto 5/90 under a defined regulatory instrument is significant: it standardises the game’s operating rules, strengthens enforcement expectations, and reduces ambiguity for both operators and consumers—steps that typically support broader trust and compliance in regulated gaming products.
