Angola awards National Lottery concession to Mota Tavares & Jogo
Angolan Ministry of Finance, through the Games Supervision Institute (ISJ), has announced that the operator Mota & Tavares Jogo SA, owner of the online betting house Elephant Bet, has won the Public Tender for the concession of social games, including the National and Instant Lottery, Totoloto, and Totobola. This decision follows a rigorous process of analysis and evaluation of the proposal documents.
The competitive procedure was conducted as a public competition, initiated by Presidential Order. The application phase commenced on July 29, 2023, and concluded on November 21, 2023. The Evaluation Committee received expressions of interest from five entities: Mota Tavares & Jogo S.A., Primeira Aposta (SU), LiveBet Games S.A., CTC Investment Group, and Lotarias Kitady S.A.
Proposals were evaluated based on criteria such as suitability, financial capacity, and technical experience in operating social games. The best proposal was determined using objective criteria outlined in the Tender Program and Tender Specifications.
The assessment and evaluation phase, which included handling clarifications, complaints, and appeals, spanned from November 22, 2023, to April 18, 2024. After a thorough analysis, the Evaluation Committee concluded that Mota Tavares & Jogo's proposal satisfactorily responded to the requirements of the Procedural Parts and the interests of the Angolan State, aiming to obtain resources to satisfy collective social needs.
